Tyler Cromer is the Practice Director for the Complex Care Programs, Policy, and Research team at ATI Advisory. Tyler leads ATI’s research and advisory services focused on programs serving individuals with complex care needs in Medicare and Medicaid and leads ATI’s research on Medicare Advantage supplemental benefits. Before ATI, Tyler was a Senior Executive at the White House Office of Management and Budget (OMB), working on healthcare policy and budget.
Joseph June is an Analyst at ATI Advisory, also on the Complex Care Programs, Policy, and Research team. Joseph is the lead analyst for ATI’s Medicare Advantage supplemental benefits research. Before ATI, Joseph held positions as a market research analyst at a national healthcare broker and a researcher at the University of South Florida on long-term care policy
James Specker is the National Senior Director of Government and Industry Relations for the American Massage Therapy Association. James is a United States Marine Corps veteran, a graduate of Southern Illinois University Carbondale, and holds a Master’s in Business Administration and a master's in Information Systems Management and over 20 years of experience in Grassroots Advocacy, Government Relations, and Healthcare policy. James is a past recipient of the Association Forum of Chicagoland’s annual Forty Under 40 award given to outstanding association and non-profit professionals for their accomplishments, commitment to the industry, leadership skills, and continued potential.
Deborah Outlaw is a healthcare attorney specializing in legislative and regulatory issues, including federal healthcare programs, Medicare/Medicaid coverage, coding and reimbursement, prescription drug policies, hospitals and medical specialties, medical research, and integrative healthcare issues. She served in two Presidential Administrations and worked on Capitol Hill as Health Counsel for a U.S. Senator. Before forming her consulting firm in 2001, Ms. Outlaw was the Director of Congressional Affairs in the Legislative office at CMS, Special Assistant U.S. Attorney, and an Attorney in the President's Executive Office.
Martha Rinker joined AMTA in 2022 as a government relations policy and research analyst. She has deep experience in both federal and state legislative and regulatory health policy with numerous national organizations, including the National Organization for Rare Disorders (NORD), the Association of Diabetes Care and Education Specialists, the American Podiatric Medical Association, and the National Orthotic and Prosthetic Association. She served as counsel to a State Senate Committee, staff to the Maryland Legislature, and Legislative Director to a Member of Congress.
